It seems this lady treats normal to appear in her panties even a male officer accidently enters the room. It seems to be normal for male officer to watch ladies in their underwear as a part of the procedure of checking them.
When seen this young lady with white panties with black dots I can remember one scene. Once I saw a young lady wearing a white dress. Her white panties with black dots were clearly seen through thin material of her dress.
I think it is not appropriate a male officer is allowed to enter the room where ladies are asked to remove their cloths for checking. However, the lady in half naked - in her panties and bra -- does not make any objection and it seems she has no issues of it.
